ICT governance andoptimization:
– the objectives of ICT optimisation in policy planning documents are more defined in “a form of desires”, without specified deadlines and results to be achieved;
– there is no long-term vision of ICT development and optimisation neither in the country nor in the ministries;
– ministries and their subordinated institutions optimise ICT infrastructure corresponding to their understanding and capacity.

ICT security:
– unified security requirements of ICT infrastructure and data centers are not established for processing information of equal importance;
– security threats exist in most server rooms – data centers are not sufficiently protected from physical access and environmental risks;
– important information systems are hosted even in low level data centers.
