The 2019 meeting of the CBC consisted of three parts:
- The formal Steering Committee during which the nine work streams of the CBC reported on progress made since the previous meeting and also tabled their high level plans for the next three years
- The regional forum on capacity development focused on (i) the ASOSAI region growth in supporting its member SAIs, and
- A very interesting session on the fundamentals of Professionalism of SAIs and their staff.
More than a dozen SAI leaders and donor leaders highlighted the importance of SAI independence in the PFM system; deliberated on the importance of quality, global audit standards; debated the futility of the existence of good standards without a critical mass of capable professionals; re-emphasised the importance of measurement of SAI performance and the quality of outputs, and finally heard from a number of heads of SAIs outlining the future professionalization challenges faced by SAIs.
The meeting was an excellent reminder of the importance of the INTOSAI value chain and the inter-locking functions that creates the value that is INTOSAI. We were made acutely aware of the importance of the need for relevant and reliable data on the needs of SAIs and their operations; witnessed the close relationship between the functions responsible for standard-setting, standards implementation, knowledge-sharing, and capacity building and continuous development, and we realised the importance of effective monitoring and evaluation at a global, regional and SAI level.
It was also a great reminder of the closely-integrated work of the three goal committees responsible for standards, capacity development, and knowledge creation and sharing, supported and enabled by the work of PFAC in organizing and facilitating the funding and governance of INTOSAI, as well as monitoring strategy implementation, and IDI as INTOSAI’s essential support service to SAIs in developing countries to sustainably enhance their performance and capacities.
The key outcomes of this year’s CBC meeting include the following:
- Following extensive global research and consultation, the Task Force on Auditor Professionalisation produced a Guide on professional pathways for SAI auditors that is relevant to all types of SAIs
- The existing INTOSAI competency framework was revised to include the competencies required by SAI with Jurisdictional Functions
- SAI PMF implementation is looking great, and we are confident that the 2019 targets will be achieved. A new 3-year SAI PMF strategy was developed to guide the further roll-out of the tool having learned valuable lessons during the first three years of implementation.
- Support to SAIs auditing in complex and challenging contexts kicked off with a number of initiatives and will continue as a critical work stream for the CBC
- We have made big strides in the global roll-out of the IntoSAINT integrity tool, with CAROSAI and PASAI being covered earlier in the year, and EUROSAI training taking place in the next week or two – funding has been an especially limiting factor for this work stream and we are thankful to the IADB and AusAid for stepping in to support
- Support for strengthening regional organisations continued with regions becoming more and more focused on their own professionalism and creating value for their members
- A new workstream has been established to support peer-to-peer cooperation, a preferable form of capacity development complemented among SAIs, and
- The flagship CBC Guide on SAI Organizational Development has now been made available also in Arabic, French, Spanish.
