Alexey Leonidovich Kudrin

Born on October 12, 1960 in the town of Dobele, Latvian SSR, in the family of a serviceman.

1983 – graduated from the Economics Faculty of the Leningrad State University.

1983 – 1985 – an intern researcher at the Institute of Social and Economic Problems of the USSR Academy of Sciences.

1985 – 1988 – graduate student of the Institute of Economics of the USSR Academy of Sciences. Ph D. in Economics (1988, thesis: “Comparability in the Mechanism of the Implementation of Economic Competition Relations”).

From 1988 – a research fellow at the Institute of Social and Economic Problems of the USSR Academy of Sciences.

From October 1990 – Deputy Chairman of the Committee on Economic Reform of the Executive Committee of the Leningrad City Council. After the liquidation of the Economic Reform Committee, he moved to the Management Committee of the Leningrad Free Economic Zone.

November 1991 – 1992 – Deputy Chairman of the Committee for Economic Development.

August 1992 – 1993 – Chairman of the Chief Financial Administration of the Mayor’s Office of St. Petersburg (later renamed the Finance Committee).

1993 – June 1996 – Deputy, First Deputy Mayor, member of the City Government, Chairman of the Committee for Economics and Finance of the Mayor’s Office of St. Petersburg.

In August 1996, by the Decree of the President of the Russian Federation he was appointed Deputy Head of the Administration of the President of the Russian Federation, Head of the Main Control Office of the President of the Russian Federation.

In March 1997, he was appointed First Deputy Minister of Finance of the Russian Federation by the Decree of the President of the Russian Federation.

From January 1999 – First Deputy Chairman of the Board of RAO UES of Russia.

In June 1999, he was appointed First Deputy Minister of Finance of the Russian Federation.

From May 2000, by the Decree of the President of the Russian Federation, he was appointed Deputy Prime Minister of the Russian Federation – Minister of Finance of the Russian Federation.

From March 9, 2004 by the Decree of the President of the Russian Federation he was appointed Minister of Finance of the Russian Federation.

From September 2007, by the Decree of the President of the Russian Federation, he was appointed Deputy Prime Minister of the Russian Federation – Minister of Finance of the Russian Federation.

Released from office on September 26, 2011 by Decree of the President of the Russian Federation No. 1251.

Since April 2012 – Chairman of the Committee of Civil Initiatives – a community of professionals able to offer alternative solutions to the problems facing the country.

In April 2016, he became the head of the Center for Strategic Research, and was appointed Deputy Chairman of the Economic Council under the President of Russia.

On May 22, 2018, on the proposal of the President of the Russian Federation, he was appointed by the State Duma of the Federal Assembly of the Russian Federation to the position of Chairman of the Accounts Chamber of the Russian Federation.

Author of more than 30 scientific papers in the field of economics and finance.
In 1988, defended his Ph.D. thesis on the topic “Comparability in Mechanism of Implementation of Economic Competition Relations.”

In September 2018, defended his doctoral thesis on the topic “Theoretical and Methodological Approaches to Implementation of Balanced and Effective Fiscal Policy.”

Married, has a son and a daughter.

In 2004, the British magazine The Banker called Aleksey Kudrin the Minister of Finance of the Year, who became the winner in two categories: “The World Minister of Finance of the Year” and “The Minister of Finance of the Year in Europe.”

In 2006, the British newspaper Emerging markets called Aleksey Kudrin the Best Minister of Finance among the Emerging Market Countries of Europe.

In 2010, the British magazine Euromoney called Aleksey Kudrin the Best Minister of Finance of the Year. According to Padraik Fallon, the publisher of the magazine, Kudrin was awarded first of all because “he, having overcome tangible political pressure, achieved the creation of the Reserve Fund, which allowed Russia to get out of the global financial crisis in a much better state than the experts had expected.
